Table Description
Rule Set Edit Action : A pending addition, modification or removal of a live Rule Set.

Rows are stored on this entity when new rule sets are added and/or existing rule sets modified or removed, prior to publication of those changes.

When a set of changes are published, the changes are made to the live rule sets and the corresponding rows on this entity are removed.
